This year, the number of graduates in Yunnan Province reached 320000, an increase of about 15% compared to the previous year, setting a new historical high. In order to do a good job in employment and entrepreneurship for college graduates and other young people, Yunnan Province has successively introduced a series of policy measures to fully promote the achievements of employment and entrepreneurship for college graduates and other young people.
Promote the development of enterprises and increase employment opportunities, support small and medium-sized enterprises to absorb more college graduates for employment, and give preferential treatment to small and medium-sized enterprises that absorb more than 10% of the total number of employees from fresh college graduates when arranging relief funds and providing technical transformation loan interest subsidies; For small and medium-sized enterprises that hire college graduates of the graduation year, a one-time employment subsidy of 5000 yuan per person will be provided.
Efforts should be made to develop grassroots employment positions, deeply explore employment opportunities such as social security, medical and health care, elderly care services, social work, judicial assistance, etc., and attract more graduates to work at the grassroots level; Graduates who work in difficult and remote areas of Yunnan Province, as well as in grassroots units below the county level in old industrial bases, will be compensated for tuition fees, national student loans, and high fixed wages according to regulations.
Maintain the total scale of public sector positions without decreasing, and continue to stabilize the recruitment scale of government agencies and institutions throughout the province in 2022 and 2023; In areas severely affected by the epidemic, phased measures can be implemented for the qualification of teachers in primary and secondary schools, kindergartens, and secondary vocational schools to “take up their posts first and then obtain certification”.
Expand employment channels through multiple channels, implement policies related to mass entrepreneurship and innovation, and further support independent entrepreneurship and flexible employment; Continue to implement high-end vocational training for young college graduates in the province, use employment subsidy funds and vocational skill improvement action special account funds in accordance with regulations, and encourage and support training institutions inside and outside the province; Supporting college graduates to start their own businesses, in accordance with regulations, a one-time entrepreneurship subsidy of no more than 30000 yuan, entrepreneurship guarantee loans and interest subsidies, tax and fee reductions and other policies will be provided. Government invested and developed entrepreneurship vehicles will arrange no less than 30% of the venues to be provided free of charge to college graduates and entrepreneurs.
In terms of precise employment services, Yunnan Province has carried out targeted assistance for those facing difficulties, targeting college graduates from poverty-stricken families, low-income families, zero employment families, disabled college graduates, and long-term unemployed college graduates as key recipients of employment assistance. We provide “one person, one file” and “one person, one policy” precise services, providing at least 3 to 5 targeted job information for each person, and giving priority to organizing vocational training and employment internships. For difficult college graduates who find it difficult to find employment through market channels, they will be provided with support through urban public welfare positions.
